There are still home ownership programs that allow qualified buyers to buy a home with a very low down payment (in some cases as low as zero).

You may have owned a home before and are presently renting, or maybe you are a first time homebuyer and need a way to break into the housing market, but held back because you thought you required $10,000, $20,000 or even more for a down payment. Well, regardless of your present situation, if you want to get into or re-enter the housing market with a lower amount, or even without a cash down payment at all, then this new program may be just what you're looking for.

Why pay your landlord's mortgage when you can be building your own equity?

Screening will be available on May 14th at the Corvallis Saturday Market, Downtown Corvallis from 9:00am to 1:00pm and May 28th at the Albany Farmers Market, Downtown Albany from 9:00am to 1:00pm.
A portion of the Southern Willamette Valley has been designated as a Groundwater Management Area by the Department of Environmental Quality due to elevated nitrate levels in well water. While it is especially important for households with pregnant women or newborns to test for nitrate because of a rare type of blue-baby syndrome, all homes with private wells should be aware of their nitrate level.

For a free nitrate screening, bring ½ cup of untreated well water in a clean, water-tight container. You may either wait for your results (the test takes 5 to 10 minutes if the well water clinic is not busy), or leave your contact information for the results to be delivered after the clinic date.

A water quality educator will be available during clinic times to answer questions about well water and septic tank issues.

30-year fixed-rate mortgage (FRM) averaged 4.76 percent with an average 0.7 point for the week ending March 17, 2011, down from last week when it averaged 4.88 percent. Last year at this time, the 30-year FRM averaged 4.96 percent.

15-year FRM this week averaged 3.97 percent with an average 0.7 point, down from last week when it averaged 4.15 percent. A year ago at this time, the 15-year FRM averaged 4.33 percent.

5-year Treasury-indexed hybrid adjustable-rate mortgage (ARM) averaged 3.57 percent this week, with an average 0.6 point, down from last week when it averaged 3.73 percent. A year ago, the 5-year ARM averaged 4.09 percent.

1-year Treasury-indexed ARM averaged 3.17 percent this week with an average 0.6 point, down from last week when it averaged 3.21 percent. At this time last year, the 1-year ARM averaged 4.12 percent.

Frank Nothaft, vice president and chief economist of Freddie Mac, reports, "With the crisis in Japan, investors rushed to buy the security of U.S. Treasury bonds , which lowered its yields and other interest rates as well. This allowed fixed mortgage rates to drift lower this week."

"In aggregate, families have been strengthening their balance sheets. In the fourth quarter of 2010, household net worth rose by $2.1 trillion, boosted by gains in the stock market. This helped lower their financial obligation ratio (debt payments relative to disposable income) to the lowest level since the first quarter of 1995."

SafeHaven needs help with kittens and puppies that are too young for adoption, pregnant or nursing cats and dogs, ill or injured animals that need a quiet and loving place to convalesce. If you have room in your home and in your heart to help foster an animal in need for a short duration please contact SafeHaven at 541-928-2789

If you think fostering an animal is something you would be interested in, you can download the foster care application here or pick it up at the shelter.

http://safehavenhumane.com/foster_care.html

Foster care providers help SafeHaven Humane Society find forever homes for many more animals that it would without them. Foster Homes are an invaluable part of our organization. Foster care providers open their hearts and homes up to animals, providing them with round the clock care and socialization that the shelter is unable to provide. SafeHaven provides all the supplies and medical care necessary for the animals, while foster homes provide the love and time!

The most common need for foster care is for pregnant cat, a nursing cat with kittens, and orphaned kittens, who are too young for adoption. By placing these animals in foster care, the shelter is able to house more adoptable animals. More importantly, foster care protects kittens from illness and provides the crucial socialization, and in some cases round the clock feeding, needed for kittens to develop into healthy adoptable cats!

Though not nearly as often, foster care is sometimes needed for dogs as well. Pregnant dogs, as well as a mother with her littler of young puppies would be candidates for foster care. Occasionally we get young puppies that need to be fostered for a few weeks until they are old enough to be adopted. As with kittens, foster care provides puppies with round the clock feeding and socialization that the shelter is unable to provide. Sometimes dogs with special needs or who are recovering from surgery will be placed in foster care until they are adoptable.

Fostering an animal is a wonderful way to experience watching a young animal grow, while still having your own pets responsibly spayed and neutered. It is a wonderful way to experience the joy of owing a pet for those who are unable to make a permanent commitment to an animal. If you think fostering an animal is something you would be interested in, you can download the foster care application here or pick it up at the shelter.
